The director of the INCIBE-UPV Cybersecurity Chair, Santiago Escobar, hosted this meeting, which is part of the EUCS4ALL project
València, December 13, 2024 – The director of the INCIBE-UPV Chair in Cybersecurity, PhD in Computer Science and professor at the UPV, Santiago Escobar, hosted the meeting of the European project EUCS4ALL. Teachers, graduates and leaders of vulnerable groups from India, Nepal and Indonesia met at the Universitat Politècnica de València (UPV). The aim of this project is to provide tools, knowledge and skills in cybersecurity to professionals in these countries.
This chair is part of the agreement between the National Institute of Cybersecurity (INCIBE), an entity under the Ministry for Digital Transformation and Public Function, through the State Secretariat for Telecommunications and Digital Infrastructures, and the Universitat Politècnica de València, included in the programme of Chairs of Cybersecurity in Spain, within the framework of the Recovery, Transformation and Resilience Plan, with funding from the Next Generation-EU Funds.
The EUCS4ALL project aims to increase IT resilience in today’s digital age through the promotion and cooperation between different regions in Asia and the EU, in several aspects. On the one hand, by improving the quality of higher education offered in third countries with cybersecurity courses. As well as promoting the principles of diversity, equity and non-discrimination in the organisation of activities and events in third countries. And to improve the training of teachers, workers and adult learners, together with the stimulation of cooperation between institutions.
The meeting kicked off at the Universitat Politècnica de València (UPV) and was attended by the vice-rector for Innovation and Transfer of the UPV, Salvador Coll, the director of the Chair of Cybersecurity INCIBE-UPV, Santiago Escobar, and the director of the cybersecurity area of the UPV, Ismael Ripoll.
During his speech, the director of the INCIBE-UPV Cybersecurity Chair, Santiago Escobar, gave a lecture on post-quantum protocols on which he has been working for years because current protocols have security vulnerabilities and this will be a problem in the medium and long term. Therefore, he said, research is needed on a protocol that will be resistant to quantum computers in the future.
“The idea is that there are many security protocols that have vulnerabilities. And we have created tools to analyse those protocols and find vulnerabilities”, said Santiago Escobar.
Sharing knowledge
During the opening day, the vice-rector for Innovation and Transfer of the UPV, Salvador Coll, highlighted how this project focuses on an issue that transcends cybersecurity, as it seeks to build bridges between regions, share knowledge and empower people to face the challenges of an ever-changing digital world. And how projects like this one demonstrate how to make a difference at a global level and foster resilience, inclusion and cooperation.
For his part, the director of the cybersecurity area of the UPV, Ismael Ripoll, focused on the challenges to be solved in terms of cybersecurity, how the UPV is trying to solve them and how they always involve a continuous effort. He explained how they develop the software with which the UPV operates and how the information on the computers is destroyed.
The meeting also included visits to companies working in cybersecurity such as Open Line and S2 Grupo.
This meeting promotes one of the objectives of the INCIBE-UPV Cybersecurity Chair, which is the fruitful international relationship in the field of cybersecurity, student exchange and training in this area.
Cybersecurity Chairs Programme in Spain
INCIBE, within the Global Security Innovation Programme, has the particular mission of raising cybersecurity capabilities and resources in the academic, business and technological ecosystems, aimed at boosting the cybersecurity capabilities of society and the economy in general. The aim of this initiative is to have a programme that seeks to promote and generate knowledge and its transfer to the productive sector, especially by establishing synergies between the social and economic spheres of cybersecurity. With the aim of developing this purpose, the public invitation for collaboration in the promotion of cybersecurity chairs in Spain was launched on 1 December 2022.
The initiatives and actions of the Cybersecurity Chairs programme in Spain are included in the Global Security Innovation Programme, included in the Recovery, Transformation and Resilience Plan (PRTR) through Component 15. Investment 7 Cybersecurity: Strengthening the capacities of citizens, SMEs and professionals and boosting the sector. It acts especially in three of the six key aspects of the industry listed in milestone 245 of the PRTR: boosting the national cybersecurity industry for the emergence, growth and development of companies in this sector; developing high value-added solutions and services in the field of cybersecurity; and training and developing specialised talent in the field of cybersecurity.

Profesionales de la India, Nepal e Indonesia se reúnen en la UPV para ampliar sus conocimientos de ciberseguridad
El director de la Cátedra de Ciberseguridad INCIBE-UPV, Santiago Escobar, ha ejercido de anfitrión en esta reunión que se enmarca en el proyecto EUCS4ALL
València, 13 de diciembre de 2024.- El director de la Cátedra de Ciberseguridad INCIBE-UPV, doctor en Informática y catedrático de la UPV, Santiago Escobar, ha ejercido de anfitrión de la reunión del proyecto europeo EUCS4ALL. En ella profesores, licenciados y dirigentes de colectivos vulnerables de la India, Nepal e Indonesia se han reunido en la Universitat Politècnica de València (UPV). El objetivo de este proyectoes proporcionarherramientas, conocimientos y competencias en materia de ciberseguridad a los profesionales de estos países.
Esta cátedra es parte del convenio entre el Instituto Nacional de Ciberseguridad (INCIBE), entidad dependiente del Ministerio para la Transformación Digital y de la Función Pública, a través de la Secretaría de Estado de Telecomunicaciones e Infraestructuras digitales, y la Universitat Politècnica de València, incluida en el programa de Cátedras de Ciberseguridad en España, en el marco del Plan de Recuperación, Transformación y Resiliencia, con la financiación de los Fondos Next Generation-EU.
El Proyecto EUCS4ALL pretende aumentar la resiliencia informática en la actual era digital a través del fomento y la cooperación entre diferentes regiones de Asia y la UE, en varios aspectos. Por un lado, mejorando la calidad de la educación superior ofrecida en terceros países con cursos de ciberseguridad. Así como promover los principios de diversidad, equidad y no discriminación en la organización de actividades y eventos en terceros países. Y mejorar la formación del profesorado, trabajadores y alumnado adulto, junto con la estimulación de la cooperación de las instituciones.
El encuentro arrancó en la Universitat Politècnica de València (UPV) y contó con el vicerrector de Innovación y Transferencia de la UPV, Salvador Coll, el director de la Cátedra de Ciberseguridad INCIBE-UPV, Santiago Escobar, y el director del área de ciberseguridad de la UPV, Ismael Ripoll.
Durante su intervención, el director de la Cátedra de Ciberseguridad INCIBE-UPV, Santiago Escobar, dio una conferencia sobre los protocolos post-cuánticos en los que trabaja desde hace años porque los protocolos actuales tienen vulnerabilidades en seguridad y esto será un problema a medio y largo plazo. Y por lo tanto, aseguró es necesario investigar sobre un protocolo que sea resistente a las computadoras cuánticas en el futuro.
“La idea es que hay muchos protocolos de seguridad que tienen vulnerabilidades. Y hemos creado herramientas para analizar esos protocolos y encontrar vulnerabilidades”, subrayó Santiago Escobar.

Durante la jornada de apertura, el vicerrector de Innovación y Transferencia de la UPV, Salvador Coll, ha destacado cómo este proyecto pone el foco en un tema que trasciende la ciberseguridad, ya que trata de construir puentes entre regiones, compartir conocimientos y empoderar a las personas para enfrentar los desafíos de un mundo digital en constante cambio. Y cómo, proyectos como este, demuestran como se puede marcar la diferencia a nivel global y fomentar la resiliencia, la inclusión y la cooperación.
Por su parte, el director del área de ciberseguridad de la UPV, Ismael Ripoll, se centró en cuáles serán los desafíos que se deben resolver en materia de ciberseguridad, cómo se intentan resolver en la UPV y como suponen siempre un esfuerzo continuo. Así explicó cómo, desarrollan el software con el que opera la UPV o se destruye la información de los ordenadores.
La reunión ha contado también con visitas a las empresas que trabajan en materia de ciberseguridad como Open Line, y S2 Grupo.
Esta reunión fomenta uno de los objetivos de la Cátedra de Ciberseguridad INCIBE-UPV que es la fructífera relación internacional en materia de ciberseguridad, intercambio de estudiantes y formación en esta materia.
Programa de Cátedras de Ciberseguridad en España
INCIBE, dentro del Programa Global de Innovación en Seguridad, tiene como misión particular la elevación de las capacidades y recursos en ciberseguridad, en los ecosistemas académico, empresarial y tecnológico, dirigidos a impulsar las capacidades en ciberseguridad de la sociedad y la economía en general. Esta iniciativa tiene el propósito de disponer de un programa que persiga la promoción y generación del conocimiento y la transferencia del mismo al sector productivo, especialmente estableciendo sinergias entre los ámbitos sociales y económicos de la ciberseguridad. Con el objetivo de desarrollar este propósito se lanzó el pasado 1 de diciembre de 2022 la invitación pública para la colaboración en la promoción de cátedras de ciberseguridad en España.
Las iniciativas y actuaciones del programa de Cátedras de Ciberseguridad en España se engloban dentro delPrograma Global de Innovación en Seguridad, contemplado en el Plan de Recuperación, Transformación y Resiliencia (PRTR) a través del Componente 15. Inversión 7 Ciberseguridad: Fortalecimiento de las capacidades de ciudadanos, PYMES y profesionales e impulso del sector. Actúa especialmente en tres de los seis aspectos claves de la industria recogidos en el hito 245 del PRTR: impulsar la industria nacional de la ciberseguridad para el surgimiento, crecimiento y desarrollo de empresas en este sector; desarrollar soluciones y servicios de alto valor añadido en el ámbito de la ciberseguridad; y formar y desarrollar talentos especializados en el ámbito de la ciberseguridad.
