The director of the INCIBE-UPV Cybersecurity Chair highlighted its international nature during a panel discussion with Schneider Electric’s EMEA CISO, Frank Van Caenegem, focused on OT security
Valencia, September 23, 2025. The director of the INCIBE-UPV Cybersecurity Chair, the result of an agreement between the National Cybersecurity Institute (INCIBE), an entity under the Ministry for Digital Transformation and Public Administration, through the Secretariat of State for Telecommunications and Digital Infrastructure, and the Polytechnic University of Valencia (UPV), Santiago Escobar, presented this Chair at the international ECSO CISO Meetup 2025 event held on September 23 and 24 at the City of Arts and Sciences in Valencia.
This INCIBE-UPV Cybersecurity Chair is included in the Cybersecurity Chairs program in Spain, within the framework of the Recovery, Transformation, and Resilience Plan, with funding from the Next Generation-EU Funds.
Santiago Escobar, who initiated the “OT Security” round table discussion, highlighted the international nature of this Chair, whose objective is to raise awareness about cybersecurity in the Valencian Community. He emphasized that “it is the only one of its kind in the Valencian Community.”
During this meeting with CISOs from companies in sectors such as logistics, pharmaceuticals, and energy, Escobar spoke with Schneider Electric’s EMEA CISO, Frank Van Caenegem.
At this meeting, they conveyed the importance of prevention in cybersecurity, especially in the supply chain and with third-party companies, which are the focus of security breaches.

Cybersecurity Chair Program in Spain
INCIBE, as part of the Global Security Innovation Program, has the specific mission of increasing cybersecurity capabilities and resources in academic, business, and technological ecosystems, with the aim of boosting cybersecurity capabilities in society and the economy in general. This initiative aims to establish a program that promotes and generates knowledge and transfers it to the productive sector, particularly by establishing synergies between the social and economic spheres of cybersecurity. With the aim of developing this proposal, a public invitation to collaborate in the promotion of cybersecurity chairs in Spain was launched on December 1, 2022.
The initiatives and actions of the Cybersecurity Chairs program in Spain are part of the Global Security Innovation Program, included in the Recovery, Transformation, and Resilience Plan (PRTR) through Component 15. Investment 7 Cybersecurity: Strengthening the capabilities of citizens, SMEs, and professionals and promoting the sector. It focuses particularly on three of the six key aspects of the industry set out in milestone 245 of the PRTR: promoting the national cybersecurity industry for the emergence, growth, and development of companies in this sector; developing high value-added solutions and services in the field of cybersecurity; and training and developing specialized talent in the field of cybersecurity.

El director de la Cátedra de Ciberseguridad INCIBE-UPV ha destacado el carácter internacional de la misma en una mesa de debate junto al CISO EMEA de Schneider Electric, Frank Van Caenegem, centrada en Seguridad OT
València, 23 de septiembre de 2025.- El directo de la Cátedra de Ciberseguridad INCIBE-UPV, fruto del convenio entre el Instituto Nacional de Ciberseguridad (INCIBE), entidad dependiente del Ministerio para la Transformación Digital y de la Función Pública, a través de la Secretaría de Estado de Telecomunicaciones e Infraestructuras Digitales, y la Universitat Politècnica de Valencia (UPV), Santiago Escobar, ha presentado esta Cátedra en el evento internacional ECSO CISO Meetup 2025 celebrado el 23 y 24 de septiembre en la Ciudad de las Artes y las Ciencias en València.
Esta Cátedra de Ciberseguridad INCIBE-UPV está incluida en el programa de Cátedras de Ciberseguridad en España, en el marco del Plan de Recuperación, Transformación y Resiliencia, con la financiación de los Fondos Next Generation-EU.
Santiago Escobar, que ha iniciado la mesa de debate “Seguridad OT”, ha destacado el carácter internacional de esta Cátedra cuyo objetivo es la concienciación en torno a la ciberseguridad en la Comunitat Valencia. Y que, ha subrayado “es la única de estas características en la Comunitat Valenciana”.
Durante este encuentro con CISOs de compañías de sectores como la logística, pharma y energía, Escobar ha compartido diálogo con el CISO EMEA de Schneider Electric, Frank Van Caenegem.
En este encuentro han trasladado la importancia de la prevención en materia de ciberseguridad, sobre todo en la cadena de suministro y con terceras empresas, foco de las brechas de seguridad.
El director de la Cátedra de Ciberseguridad INCIBE-UPV ha explicado la delgada línea que existe entre OT e IT, así como la visión de esta dependiendo de la formación de la que proceda cada profesional.
Por su parte, Frank Van Caenegem, recordó que “no existe nadie que tenga una posición más estratégica en una compañía que un CISO porque tiene que tomar la mejor decisión para reducir el riesgo”.
Programa de Cátedras de Ciberseguridad en España
INCIBE, dentro del Programa Global de Innovación en Seguridad, tiene como misión particular la elevación de las capacidades y recursos en ciberseguridad, en los ecosistemas académico, empresarial y tecnológico, dirigidos a impulsar las capacidades en ciberseguridad de la sociedad y la economía en general. Esta iniciativa tiene el propósito de disponer de un programa que persiga la promoción y generación del conocimiento y la transferencia del mismo al sector productivo, especialmente estableciendo sinergias entre los ámbitos sociales y económicos de la ciberseguridad.
